Se basa en el principio de la formación de sistemas complejas formadas a partir de elementos y comportamientos más básicos. Son organizaciones de abajo hacia arriba (frente a modelos jerárquicos). El Sistema se auto-organiza dentro de unos parámetros, herramientas y marco de entorno (relaciones de confianza, ponderaciones etc…) donde cada individuo define su propia aportación según el interés común en el desarrollo de cada comunidad. Los distintos módulos que se desarrollan en principio de manera independiente forman parte de una superestructura a la que dan relevancia (Por ejemplo los usuarios que incluyen contenido de video de interés personal, para compartir con amigos en Youtube.com hacen que el sistema sirva como referente y base de datos para buscar casi cualquier tema en formato video).
Los sistemas emergentes han evolucionado de una manera mas eficiente de la que a priori una sola entidad puede anticipar y experimentar en busca del optimo.
